"This is a small community with a very big heart." -- Toni Cunningham, Good Samaritan Center | Raffle Raises Funds for Economic DevelopmentThe Mount Carroll Community Development Corporation is sponsoring a raffle to raise money to support economic development in the community. First prize is a weekend getaway package for four which includes deluxe overnight accommodations at Dubuque's Grand Harbor Resort. Second prize is a 19-inch color television plus separate DVD player. Third prize is a wine basket from Massbach Ridge Winery. Winners will be drawn during Brick Street Days on Sept. 11. Tickets are $10 each and only 300 will be sold. They are available from both banks, Timber Lake Resort General Store and from CDC members. Current members are John Swiech, Dave Johnston, Diane Bausman, Jennifer Dunk, Len Anderson, Bob Bulman, Mary Bush, Kathy Cyr, Pete Eiteuner, Rick Erdman, Gary Foltz, Richard Frey, Nancy Gable, Brian Helmers, and Dave Vidler. The CDC will use the money in its efforts to create new jobs and attract new residents to town. The CDC was established in August 2000 and since that time has helped bring an enterprise zone to the south side of Mount Carroll and to Timber Lake Resort and Campground, has worked with the City and local businesses to establish the "Come Grow with Us" incentives package, has lobbied for and promoted the redevelopment and rehabilitation of the Campbell Center for Historic Preservation Studies, has helped the city obtain a $180,000 grant for establishing a revolving loan fund for business expansion, and worked on many other projects to promote Mount Carroll as a place to live, work, and operate a business.

Revolving Loan Fund Available to Improve Downtown Store FrontsThe Mount Carroll CDC and the City of Mount Carroll have partnered to establish a Downtown Enhancement Revolving Loan Fund. This program allows downtown storefront owners to borrow up to $5,000 interest free to make improvements to their existing downtown building. These improvements must be made to the outside of the building, with safety items such as new glass, entryways, and sidewalks being the major consideration. Cosmetic items may also be approved based upon the availability of funds. The borrower repays 20% of the loan amount annually over a 5-year period of time. Funds are limited and will be available on a first come, first served basis. The City of Mount Carroll has committed $15,000 over the next five years toward the funding of the program. The Mount Carroll Historic Preservation Advisory Committee and the Mount Carroll Community Development Corporation will serve as the administrators of the program.
