Enterprise Zone Approved

Three parcels of land on the south side of Mount Carroll have been blessed with an enterprise zone status. “This is a real boost for us,” said Mount Carroll Community Development Corporation President John Swiech.

“It’s a key to growth. We now have something to sell,” said Mount Carroll Mayor Bob Bulman. “It’s a real plus for Mount Carroll. We’ve worked awfully hard and waited a long time to get it.”

The extension includes an area of land along Ill. Rte. 64, including the 14-acre Campbell Center campus, the land where the closed Dura factory is located on South Jackson Street, and a 16-acre triangular parcel on the east side of town that Dave Johnston owns, from his Team Products factory east to East Benton Street.

Inclusion in the enterprise zone brings a variety of incentives to property owners who are or may locate there in the future. They include a property tax abatement on any improvements that are made, a sales tax abatement on materials purchased for improvements as well as other incentives from the state.

The E-zone status will be very beneficial for Johnston, as well as the Campbell Center for Historic Preservation Studies. Johnston is planning a $1 million expansion to his factory which will include a new building and approximately 12 new jobs.

Campbell Center is also starting a major project, an $18 million rehabilitation and redevelopment program that is expected to eventually bring 5,000 people onto the campus each year, create approximately 100 jobs and put five buildings back on the tax rolls.

In addition, the 12 acres next to Team Products which Johnston owns will be available for new development.

“That land, along with the E-zone status, gives us a real solid opportunity to bring new business or industry to town,” Swiech said.

Campbell Center Expansion Project Gets Support from Boland

Rep. Mike Boland (D-Moline) recently presented Kathy Cyr, director of Campbell Center for Historic Preservation Studies, with a ceremonial $100,000 check.

“I am very excited to be here today to award state funding in the amount of $100,000 to Campbell Center,” Rep. Boland said. “It was a major undertaking to secure funding for any projects in this last year. So, it’s especially gratifying to have been able to deliver this grant, despite ongoing state budget difficulties.”

The money will pay for approximately ten percent of the first phase of the planning, feasibility and design of an $18 million expansion and rehabilitation project on the campus, said Laurel Bergren, project coordinator with Architectural Restoration Consultants, Inc., of Lincoln. Campbell Center will contribute another 20 percent of the money for the planning phase and with the Federal money that is coming, they will be well on their way to making the plan a reality, Bergren said.

Ernst Nemeth, ARC senior partner, said, in his 13 years as a restoration consultant he’s never seen a community that’s shown more interest or support for a project than they have for Campbell Center. “We have not had any negativity at all in three years,” he said. “We would not be where we are, we couldn’t go to Boland, if people didn’t believe in this.”

A team of six firms and their subcontractors will complete the design component of the rehabilitation of the campus. Their expertise includes planning, architecture, historic preservation, finance, engineering, site design, environmental issues, organizational development, hospitality, marketing and public relations.

The money secured by Rep. Boland will be added to the monies Campbell Center has invested. Approximately $80,000 to date has been spent on the planning and design component. The federal government has committed an additional $100,000 to the project. Also, a generous donor has provided over $130,000 of in-kind planning services to the project.

Established in 1979, Campbell Center is a private, not-for-profit organization that provides an on-going program of professional development and training for those working in the fields of historic architectural preservation, collections care, conservation and historic landscapes. The 14 acre campus includes 12 historic, Georgian Revival buildings and two dormitories situated on a quadrangle on the south side of Mount Carroll.
